ProofOfService.Submit

Records photocopy proof of service for a stop in CWorkOrderProof. This is separate from process-serve ProofOfService/Get.

Status Notes
200 OK Proof of service was saved. Existing rows for the same stop are updated.
400 Bad Request Missing required fields or invalid time. Returns a ProblemDetails with errorCode ValidationError.
404 Not Found The work order or stop does not exist. Returns a ProblemDetails with errorCode NotFound.
